TPLS Introduces New State-Mandated Library Card System

The Terrebonne Parish Library System, along with all Louisiana public libraries, has recently implemented a new juvenile card system in accordance with Louisiana Revised Statute: 25:225. This 5-tier library card system aims to enhance the library experience for young readers while ensuring appropriate access to material.

According to the new system, which came into effect on February 1, 2024, library cardholders will be categorized into different tiers based on their age and the content they can access. The tiers are as follows:

- Tier 1: This tier is designed for young readers and restricts access to digital collections. It allows access to juvenile-rated material and G-rated DVDs.

- Tier 2: Similar to Tier 1, this tier permits access to juvenile-rated material and G or PG-rated DVDs, but still does not provide access to digital collections.

- Tier 3: This tier expands the content available to include juvenile to teen material and DVDs with a G or PG rating. However, access to digital collections remains restricted.

- Tier 4: Library cardholders in this tier can access a wider range of content, including DVDs with a G, PG, and PG-13 rating. Additionally, they gain access to digital collections.

- Tier 5: This tier provides unrestricted access to all library collections, including digital resources. Individuals in this tier may be under 18 years of age, but parental consent is required.

To ensure compliance with the new system, parental consent is now required for anyone under 18 years of age applying for a library card. Additionally, individuals who wish to change their tier will also need to obtain parental consent in person. It's important to note that children under the age of 4 are not eligible for a library card.

Residents of Terrebonne Parish can obtain a free library card by providing proof of residence. In the case of a lost or damaged card, there is a $1 replacement fee. Furthermore, residents of Lafourche and St. Mary Parishes can also apply for a Terrebonne Parish library card due to reciprocal borrowing agreements with these neighboring parishes.
