Terrebonne Parish Consolidated Government (TPCG) has announced a proposed residential rehabilitation project located within the Federal Flood Risk Management Standard (FFRMS) designated floodplain/wetland. The site for this project is on Westwood Drive, Houma, LA 70363. This decision requires TPCG to identify and evaluate viable alternatives to placing the action in the floodplain/wetland, as mandated by Executive Orders 11988 and 13690, along with HUD regulations at 24 CFR 55.20.
The extent of the FFRMS floodplain was assessed using various approaches such as Climate Informed Science Approach (CISA), a 0.2 percent flood approach, or a freeboard value approach. The project's scope is confined to repairs on the unit's property structure.
There are three primary reasons for issuing this notice. Firstly, it allows those affected by activities in the floodplain/wetland or interested in environmental protection to voice their concerns and provide information about these areas. Suggestions for alternative sites outside of the floodplain/wetland or methods to minimize impacts are encouraged. Secondly, public notices serve as an educational tool by disseminating information and soliciting comments about floodplain/wetland issues, thereby supporting federal efforts to mitigate risks associated with these areas. Lastly, fairness dictates that when federal involvement occurs in such regions, those at increased risk must be informed.
