Terrebonne Parish is now accepting applications for projects aimed at making homes and public buildings more resistant to storms. This initiative focuses on elevating, demolishing and rebuilding, or wind hardening structures that have a history of flooding or are susceptible to wind damage.
The Federal Emergency Management Agency (FEMA) has allocated $600 million in grants through its Flood Mitigation Assistance (FMA) Program. These funds are available on a competitive national basis. Consultants and parish staff will be available to help applicants with the necessary documentation and guidance.
In addition, the Building Resilient Infrastructure and Communities Grant Program has announced $750 million in competitive grants. Eligible projects should aim to enhance resilience and public safety, reduce injuries and fatalities, as well as minimize property damage from various natural hazards including wind, extreme heat, and flooding.
The homeowner cost share for individual residences varies between 0-25% of the total project cost, which includes construction, management, and administration. This percentage depends on the activity type and flood history of the structure. For infrastructure projects, a 25% nonfederal cost share is required.
Applicants seeking elevation or demolition reconstruction must have had flood insurance coverage by January 6, 2025. They will also need to maintain this insurance for as long as the structure exists.
It is important to note that these grants are competitive nationwide and do not provide immediate housing solutions. Furthermore, reconstruction projects are not allowed in areas designated as V zones due to their high flood risk.
The parish consultant plans to send notifications to known Severe Repetitive Loss properties, Repetitive Loss properties, and some National Flood Insurance Program policyholders residing in socially vulnerable areas.
